With Internet Explorer 4.0 open, click on the file menu, select Work Offline. If you are online, you will be disconnected, and you are able to read files directly from your cache. If a page isn't there you will see a small "not" sign () next to the cursor. If a link is not cached you get the options of either going online to retrieve that page or to remain offline.
