To get your taskbar back,

  1. Click on start>shutdown>restarts and press OK.
  2. When the screen turns black , start tapping the Del key with a swift down-up
  3. motion of your fingertip until you see the windows 98 startup menu.

  4. Press the down-arrow key until the safe mode option is highlighted and then
  5. press enter.

  6. Wait a few minutes for windows to finish loading.
  7. Press the start button and select shutdown>restart…Click OK.
  8. Let windows boot normally and the taskbar should be back.
